  • ENVIRONMENTAL ASSISTANCE FOR REDEVLOPMENT PROJECTS As the move to convert commercial properties into housing and multi-use developments has increased in Northern California, EBA has been an asset in helping these projects move forward by lending our environmental expertise to identify and mitigate contaminants caused by former use on the properties such as this planned mixed commercial/residential development at a former automobile dealership in Pittsburg, California. The site was the subject of Phase I & II Environmental Site Assessments (ESAs) that identified numerous recognized environmental conditions associated with former underground storage tanks, in-ground hydraulic hoists, subsurface structures such as oil/water separators, floor drains, and other underground waste containment/filtering systems. Laboratory analysis identified various petroleum hydrocarbons and volatile organic compounds (VOCs) in soil, soil vapor, and groundwater that were above the allowable ecological screening levels and threatened to inundate the overlaying residential buildings with concentrations of VOCs above the respective cancer risk and non-cancer hazard for indoor air. Based on these conditions, the Regional Water Quality Control Board and the City of Pittsburg planned to revoke the permits and shut down the development. EBA joined the project to ensure the development and construction schedule remained on track, directly engaging the regulatory agencies to navigate a path forward. EBA conducted an enhanced soil vapor sampling strategy at the site to determine plume geometry and source areas and utilized a Human Health Risk Assessment (HHRA) to evaluate the cumulative vapor intrusion risk based on soil vapor data. While there was no on-site source identified for remediation, EBA utilized advanced vapor intrusion mitigation technologies to engineer a solution to prevent vapor intrusion into the buildings. As such, the project advanced to completion and is currently in operation as a mixed-use development. EBA looks forward to helping other developers achieve the best use of their property.
